President issued on February 23rd a
mandate postponing enthronement and refusing to
entertain further petitions on the matter.
Apparently rea-lising that this had pro-
duced little effect, and that his position is
becoming precarious, he consulted me today through
Dane as to whether he should issue a further
mandate abandoning the idea of a monarchy.
I said that this step if taken now would
probably only weaken his position further and that
it should if possible be preceded by the recovery
of Suifu or some such military success.
Dene fully concurred but we both feel
that the situation is one in which it is difficult
to give any advice of real utility.
